Senior Vice President for Finance and Administration
Rufo R. Mendoza is a CPA in the Philippines with a master’s in development management and a Ph.D. in Community Development and Agribusiness Management from the University of the Philippines Los BaƱos. In 2010, he received the Distinguished Alumnus Award from UPLB.
He was Vice-Chair of the Professional Regulatory Board of Accountancy, the highest body in the Accountancy profession, and Chair of the Continuing Professional Development Council.
He was a national awardee as Outstanding CPA in Professional Development in 2008 and Government Service in 2010 from the Philippine Institute of Certified Public Accountants. He received the Accountancy Centenary Award of Excellence during the celebration of 100 years of the Accountancy Profession as one of the country’s Top 100 most notable CPAs.
He was the Philippines’ delegate to the ASEAN Meetings of Professional Regulatory Authorities for the MRA on Accountancy Services, which were held in Phnom Penh, Cambodia (2012), Bangkok, Thailand (2012), Luang Prabang, Laos, PDR (2013), and Yangon, Myanmar (2014). He also represented the country in the APEC Senior Officials on Accounting Services meetings, the National Association of State Boards of Accountancy, and the International Auditor Regulatory Institute Conference of the Public Company Accounting Oversight Board.
He was an Associate Professor, Chair of the Finance and Accounting Department, and the Program Director in Public Finance at the Asian Institute of Management. He taught at the graduate school of Ateneo School of Government, UP Open University, UPLB, De La Salle Lipa, and First Asia Institute of Technology and Humanities, where he was the Dean of the School of Graduate Studies.
He has 20 years of international consulting experience with the World Bank, UNDP, ADB, USAID, AusAID, European Commission, and JICA. He was also a Consultant at the Presidential Anti-Graft Commission, Department of Health, Department of Budget and Management, Department of Finance, and more than 30 local government units. In the business sector, he was an external auditor and consultant for various rural banks, feed mills, medical centers, and other manufacturing companies.
He has written five books and over 70 research papers and articles. He has received six Best or Outstanding Paper awards at international conferences.
